The Government successfully fulfills environmental obligations in collaboration with Minera Panama.

During the renegotiation of the concession contract for the Cobre Panama project, conducted by the State and Minera Panama (now First Quantum Minerals Ltd), a series of environmental agreements have been reached, which has led to the closure of discussions on this matter at the negotiating table. The Minister of Environment, Milcíades Concepción, explained that among the agreements reached are:

  1. The establishment of an office within the mining concession area, responsible for overseeing, controlling, and supervising environmental, labor, and other relevant activities.
  2. The obligation to maintain a permanent maintenance program for all mining infrastructure and project services.
  3. The development of a Contingency Plan and the installation of a real-time monitoring system with stations for the prompt attention to environmental incidents or emergencies.
  4. The creation of a database on the state of the soil.
  5. The presentation of a Mine Closure and Post-closure Plan.

The Minister of Trade and Industry, Ramón Martínez, confirmed that the points discussed during the negotiations were proposed by the Government, and the mining company accepted all of them. Martínez emphasized that the appointed team acts in the interest of the nation, seeking to maximize the benefits derived from the copper exploitation in this mine. He also highlighted that copper is a Panamanian resource, just as our full territorial sovereignty is. Additionally, the Minister of Trade and Industry mentioned that one of the objectives of the Panamanian State is to align mining contracts with international standards to ensure best practices in the development of mineral exploitation activities.

The Minister of Trade and Industry, Ramón Martínez, announced that the next topic to be discussed with Minera Panama will be related to labor negotiations. Martínez explained that the proposal presented by the Minister of Labor, Doris Zapata, focuses on labor aspects related to the percentage of foreign workers that can participate in this activity. The minister emphasized that these topics are currently under discussion, and he cannot provide a conclusion at this time.

To carry out the renegotiation, the Government of Panama convened a high-level commission that includes government representatives, expert negotiators from the country, and a group of international experts.
