China’s new pledges reflect concern over its competition in Africa

Johannesburg — The recent Forum on Africa-China Cooperation (FOCAC), held every three years, marked a historic moment for the relationship between China and Africa. President Xi Jinping announced a staggering $51 billion in financial support for the next three years, solidifying China’s position as a trusted partner and ally of the continent.

Speaking to over 50 African leaders gathered in Beijing, Xi emphasized that “the China-Africa relationship is now at its best in history” and reaffirmed China’s commitment to supporting Africa’s modernization and development. He also took a bold stance against the Western approach to development, stating that it has “inflicted immense sufferings on developing countries.”

The theme of this year’s FOCAC, “joining hands to promote modernization,” highlights the mutual goals and aspirations of China and Africa. With the backdrop of the ongoing pandemic and economic challenges, Xi’s pledge of $51 billion in financial support is a clear demonstration of China’s strong commitment to the continent.

The increase from the previous pledge of $40 billion at the last FOCAC in 2021, shows China’s unwavering dedication to Africa’s development. While it falls short of previous pledges, such as the $60 billion earmarked for Africa in 2018 and 2015, it is still a significant contribution and a testament to the deep-rooted friendship between China and Africa.

One of the key focuses of FOCAC 2024 was on green technology and the green energy transition, agricultural modernization and trade, and education and training. China recognizes the need for sustainable development in Africa and is committed to sharing its expertise and resources in these areas.

Despite the shift towards “small is beautiful projects” in recent years, China surprised analysts by announcing its plans for a $1 billion upgrade of the TAZARA railway, which will link the mineral-rich, landlocked country of Zambia to Tanzania’s coast. This announcement is a testament to China’s determination to continue investing in Africa’s infrastructure and development.

According to analysts, this announcement is a direct response to the Western-led Lobito Corridor, a G7-backed strategic economic corridor that aims to enhance export potential and create jobs in resource-rich countries like Angola, the Democratic Republic of Congo, and Zambia. This move by China highlights its determination to not be left behind in the infrastructure game.

African leaders also had their own agendas at FOCAC, with South African President Cyril Ramaphosa leading the call to reduce trade imbalances and increase Chinese imports of agricultural products. He also emphasized the importance of value-added exports made in South Africa and signed various agreements during his state visit to China.

Xi responded by announcing China’s plans to expand market access for African agricultural products and exempting 33 countries from import tariffs. He also pledged to support 60,000 vocational training opportunities for Africans. These initiatives demonstrate China’s commitment to supporting the continent’s economic growth and development.

While China was the main focus of FOCAC, other countries also had specific areas of cooperation. Kenyan President William Ruto, for instance, called for Chinese funding for an extension of the Chinese-built Standard Gauge Railway, despite previous criticisms of China’s loans.

Aside from trade and economic cooperation, military and security cooperation was also a key area of focus, with China announcing $140 million in military assistance grants and training programs for thousands of African military personnel. This shows China’s commitment to helping African countries develop their capabilities to maintain peace and stability in the region.

Moreover, FOCAC also highlighted the importance of green energy and China’s role in promoting it in Africa. Xi announced plans for 30 new clean energy projects on the continent, further cementing China’s commitment to supporting Africa’s transition to sustainable energy sources.

In his speech, Xi emphasized the political commitment of China to Africa, despite facing domestic financial challenges. This shows the high level of priority that China places on its relationship with Africa and its determination to see the continent succeed.

Overall, FOCAC 2024 was a resounding success, with both China and Africa reaffirming their strong and enduring partnership.
